Add a script to shift subtitles forward or backward of .srt file

• When you download subtitles for any movie in .srt file sometimes they are 10-20 seconds ahead/behind of the movie and it looks frustrating
• A simple script which inputs subtitle file name and amount to delay or hasten
• VLC media player can shfit subtitles but only when the media file is open in it and dont affect the file
• Other Subtitle shifting websites are complex so a simple script is good
